Pen input on Windows 8.1 tablets show wrong cursor, and occasionally in wrong place

When using a Windows 8.1 Touch and Pen device, the used cursor in Qt Application is arrow, when it should be a dot (see "working" screenshot). Also occasionally when using the pen on a Qt Application, the location of the cursor is off by certain amount (most likely related to orientation changing).

This issue does not happen with all Windows 8.1 devices, for example it is not reproducible with Microsoft Surface Pro 3. The issue is about 90% reproducible with Wacom devices, i.e.:
Fujitsu Arrows Tab Q775/K
NEC Lavie Tab TW710/T

Steps to reproduce the coordinate problem (with any application):
1) Rotate the device to portrait.
2) Switch on the device.
3) Login to the device (operated with styles)
4) Run Qt application and activate
