Add option to deactivate map minimum zoom item transparency

Add a parameter to deactivate the default effect to set all objects with some transparency at minimum zoom on map.

To reproduce, use the Qt example MapViewer, look at the marker "The Qt company", zoom out it will disappear with increase transparency.
If you right-click on the map you can also add a marker and see that the same effect apply on it.
