Make it easier to change the layouts without having to hand edit 40 qml files

The keys in the layouts on different rows are different widths. This means that for some languages the middle row starts of offset from say the
top row (as expected) but towards the end of the row it is aligned with the top row. This varies by language. To fix this and make it correct means editing approx 40 .qml files, (20 languages x 2). Similarly, if a customer want to define their own layout they have to do the same. Hand editing 40 .qml files is labor intensive and prone to error (lets face it, we did a poor job of it). Better to have something like a spreadsheet and have a script generate the files.
