QSpinBox, add an option that after reach the maximum the next step is minimum.

In some situations, it will be necessary that after reaching the maximum step, next step should be the minimum value. This behaviour should be configurable.

Scenario:
An QSpinBox for the week numbers of an year.
After reaching the last week (52/53) the next step is 1 (first week of the next year)
