QLocale: Allow fully customized locale settings (user-configured date strings, etc)

    Description

      Many users (myself included) do not fit neatly into the confines of a predefined locale. For instance, I'm from the United States but prefer a yyyy.mm.dd date format and a 24 hour clock.
