No way to build Qt on windows without bearer plugin

      There is no way to build Qt 5.6.2 without bearer plugin:

      1) Configure.exe does not accept -no-feature-bearermanagment
      2) If QT_NO_BEARERMANAGEMENT is set in defines, QtNetwork does not compile because of references to unknown objects

      -no-feature-bearermanagment works fine on Mac
