QtWebEngine apps can't start on Windows due to missing BluetoothApis.dll

      Since the latest 55-based chromium update QtWebEngine applications can't start due to a missing DLL. Most probably it is needed for the WebBluetooth API of the Chromium. The build works well. Adding a config option to disable this feature would solve the problem.
