Scrolling with mousewheel causes a jump in opposite direction

Steps to reproduce:

Place the cursor somewhere.
Scroll down with a mouse wheel so the cursor is not in sight any more.
Select some text.
Start scrolling up or down with the mouse wheel.

And instead of scrolling, it jumps up for a big amount.

It seems that with 4.2.1 it got worse:

Place the cursor somewhere.
Place the cursor somewhere on a different line.
Scroll with the mouse wheel.

It jumps in the opposite direction.

Also, it occurs in any scrollable widget: Tools -> Options -> Editor -> Fonts&Colors -> List of things for syntax highlighting.
