In Control, padding is a space between background and contentItem. But in some cases, an additional padding for the background is required, e.g. to increase the touch target size for the Material theme. And for some controls there is a need to tweak this value manually, like in the Floating Action Button: small button should has this padding, a big one - shouldn't.
