Emulator: Issues reporting tool

The Emulator has a complex setup of VirtualBox and networking. If often happens that on some machines it won't start up properly and users don't know why.
We need a tool that informs the user what is missing for a successful start and how to achieve it.
There is also the "ProblemSolver" class which does that for all network related setup issues. But this needs to be extended to also cover graphics and input functions.
