Atomic modesetting (eglfs_kms)

Technically we need this both for eglfs_kms and eglfs_kms_egldevice. However in the first phase we will likely focus on GBM and just do an alternative to eglfs_kms (e.g. eglfs_kms_atomic or something), in order to minimize the risk of regressions.
