Cleanup support for webrtc desktop capture

    Description

      Our code for desktop capture was originally experimental and is still using internal hard-coded dialogs to avoid exposing new API. We should fix that and ask for permission through the normal permission API.

      We apparently also ignore desktop audio capture.
