Allow user to exclude webp imageformat plugin from build

      The libwebp imageformat plugin cannot be excluded from the build in the same way as png and jpg can be, with configure. The webp feature is not listed under configure --list-features.

      Currently it can be removed by modifying the project file under qtimageformats.
