Windows: Web Engine does not support fractional scaling level

      Steps to reproduce:
      1. select a high dpi scaling level (e.g 150%)
      2. use simplebrowser demo open 
      https://www.google.com
      3. open the same web page in other browser(e.g chrome)

      Web page opened in webengine is larger than other browser. Element in page is larger, too.
