Extend Peak and Vector plugins with CAN FD functionality

Both APIs provide support for CAN FD. We should support these APIs and the corresponding hardware, as CAN FD becomes more and more popular.

Will add support for Peak CAN-FD hardware. Vector is out-of-scope as no hardware available.
