Avoid compile time dependency to Qt WebEngine

      If no other backend is used, Qt WebView links against Qt WebEngine . This is a build time dependency. If possible, we should consider making this a runtime dependency i.e. by making the backend plugin-based, and making the WebEngine specific plugin part of Qt WebEngine.
