Enable DeveloperBuild on Boot2Qt CI

Details

    Description

      Coin builds and runs tests for developer builds on normal Ubuntu. Boot2Qt runs it for Release. Advantages for enabling developerbuild:

      1. Better code coverage
      2. Fixes QTQAINFRA-1221
