Tile blending works only when zooming in

When zooming into the map then the tiles from the upper layer are shown until the detail layers are loaded. When zooming out then the lower layer tiles should also be shown until the new tiles are loaded (this is common behavior in maps like Google Maps, etc.) instead of showing the (gray) background.
