ScrollView scrollbar handle is shown being in its minimum size when there is no content

      I am not certain if this is a bug, but handle is shown in its minimum size with empty ScrollView. It is not scrollable, but it gives an impression that there is some content when there isn't any.

      To reproduce, run attached example.
