"i586-poky-linux-gdb.exe has stopped working" note appears when launching QtCreator

"i586-poky-linux-gdb.exe has stopped working" error note appears as soon as Creator is launched. It seems python libs are not found:

G:\Qt-510\5.10.0\Boot2Qt\emulator\toolchain\sysroots\i686-pokysdk-mingw32\usr\bin\i586-poky-linux>i586-poky-linux-gdb.exe
Fatal Python error: Py_Initialize: unable to load the file system codec
ImportError: No module named 'encodings'

The modules are located in toolchain\sysroots\i686-pokysdk-mingw32\usr\lib\python3.5 folder.

For comparison, in 5.9.3 emulator sysroot gdb exe folder sysroots\i686-pokysdk-mingw32\usr\bin\i586-poky-linux includes lib folder where all the python modules are located (a copy from sysroots\i686-pokysdk-mingw32\usr\lib\python2.7 folder)
