KDE 4: Qt does not detect system-wide decimal separator set in configuration

To reproduce:
1. Enter system settings on KDE
2. Enter the "Country/region" page
3. Click on the "Numbers" tab
4. Change the decimal separator symbol to something, e.g. "abcdef"
5. Run the attached Qt program. You'll see that the resulting decimal number is formatted incorrectly
