When reaching the SpinBox from/to value with the mouse wheel, the wheel event is propagated to the Flickable underneath.

I don't know if this is a wanted behaviour or not. In my opinion, wheel events should not be propagated cause the focus is clearly on the SpinBox and should not involve other items.
