I have VS2017 installed on my computer, with C++ desktop development workload enabled, and tried to build QtWebEngine, but something went wrong. Then I wiped the build directory and restart from scratch, but  in vain.

I checked the error infomation, and it shows atlbase.h not found. So I looked on vs2017 individual component and found ATL. After select and install ATL, QtWebEngine can be built now.

So maybe the ATL requirement should be mentioned on Qt WebEngine Platform Notes?
