On windows 10 mobile (build 14393) and windows 10 desktop (build 16299) with a UWP Qt application (the sample BLE scanner application triggers it), when scanning for bluetooth low energy devices, every discovered device has a windows popup open which connects to the device and attempts to pair with it.

This really doesn't look/feel correct, not to mention it's a gaping security issue. Devices might not be connectable, the application might not want to connect/pair with the device and they should be able to just scan without taking any kind of action and the device might not even be owned by the person scanning. Imagine scanning in a busy office environment with 50+ devices being detected, 50+ pairing attempts...
