webassembly: webgl2 as default

      QDS is using Wasm for the Design Viewer, and they need to be able to use that on top of webgl2 (QDS-4030).

      Task to support using webgl2 by default for opengl contexts, by compiling/linking with USE_WEBGL2=1.

      To target webgl2, pass -s MAX_WEBGL_VERSION=2

      Currently, not all browsers support webgl2 - namely Safari. Windows Edge, Chrome and Firefox all support WebGL2
