Would like way to set tooltip wakeUp and fallAsleep delay

      Currently the delays after which a tooltip appears and disappears are hardcoded in

      src/gui/kernel/qapplication.cpp

      (700ms wakeup, 2000ms fall asleep)

      It would be useful to be able to set the delays when needed for application- or user-specific reasons.
