webassembly: build on windows with vc

    Description

      Building on windows currently does not work.
      Note: emsdk.bat install and activate for visual studio apparently needs the --vs2017 argument

      For vc, a new mkspec is needed.

      Even when a new mkspec is created, configure fails to find em+.bat compiler. Even when I use the full path to the compiler in the mkspec it fails to find em+.bat
