Description
As a follow-up to QTBUG-66015 it's been agreed to re-enable the build of qdoc against a statically linked libclang when using MinGW as soon as MinGW 7.3 is available in the CI. A version >= 7.1 is required as libclang was built with 7.1 and cannot be linked with 5.3.0's libstdc++.
