QDeclarativeNavigator does not call `QNavigationManager::start()` in setActive(true)

    Description

      `QDeclarativeNavigator` does not start after calling `setActive(true)`. The expected behavior is for it to call `QNavigationManager::start()` once all pre-required conditions apply.
