CLONE - When a widget does not accept touch events then it should be getting button events instead

    Description

      When a widget does not accept touch events then it should be getting button events instead but this only happens if the application attribute is set to synthesize the mouse events when touch events are not accepted.

      However if the synthesizing is turned on then it means that touch events are not propagated (if the widget does accept touch events but does not handle it) and therefore can break other behaviour.

      What is the correct behaviour here?
