Adding a drawer to a project inhibits scroll bar interaction

Adding a Drawer with a non-zero drag margin will create a dead zone on all other views in the same app. If the dragMargin is set to the right side, then this will inhibit the user's ability to interact with scroll bars set on the right side. Scroll bars will not respond to clicks or drags.
