Ctrl+L is not handled as keyboard shortcut on Hebrew keyboard on Windows

    Description

      Setup: windows 10 64bit 

      Keyboard: Hebrew

       

      In example application I create keyboard shortcut for "Ctrl +L" and "Ctrl + Shift +L"

      On Hebrew keyboard when the user press Shift, keys switch to Latin

       

      "Ctrl + L" shortcut don't work

      and 

      "Ctrl + Shift + L" call shortcut for Ctrl + L

       

      expected behaviour:

      Ctrl + Shift + L must call shortcut for Ctrl + Shift + L as on english keyboard

       

      I checked for example Chrome and Ctrl + N/ Ctrl + Shift + N works same on Hebrew and english keyboard
