QProgressBar granularity control

On the QProgressBar/Dialog it would be nice to have a couple of
options to control how often the bar actually gets updated We suppress updates until a certain percentage delta has happened or a maximum time between updates.

We go through a large number of steps and depending upon the problem, they can either zip right through or take a while. If they zip, we used to spend more time updating the progress indicator than actually.
