Qt on Intel G33/31 OpenGL dialog about OpenGL 2.0 not supported

      Our users when are getting an dialog about OpenGL 2.0 not being supported and they should use Angle dlls to provide OpenGL.  This message is shown even when the Intel G33/31 graphics card is blacklist for desktopgl, that is it should be using Angle openGL and the required libraries are in the application folder.  see attachment for message.

      d3dcompiler_47.dll is in the application folder
