wasm: make distintion for webgl API

WebGL has several differences between opengles2 such as that webgl does not allow separate depth and stecil attachments (GL_DEPTH_STENCIL_ATTACHMENT),

and is generally more strict in regards to undefined behavior in opengles2 becomes actual errors in webgl
