Allow building of QSerialBus without QSerialPort

    Description

      This is especially interesting for Modbus TCP.

      Different platforms, e.g. Android (starting with 5.12) and iOS don't support QSerialPort and therefore QSerialBus cannot be build. However, Modbus TCP would still function on these platforms.

      It would be nice, to build at least the classes that are independent of QSerialPort on these platforms, instead of disabling the whole module.
