TableView: implement properties "topRow" and "leftColumn"

    Description

      Implement topRow and leftColumn (and possibly bottomRow and rightColumn). The intention is that the application can set those properties to scroll the table to a certain cell, or to start with a top-left cell other than 0,0 already at creation time.
