File dialog doesn't show non-UTF-8 names

      When the system locale is not UTF-8, the Qt's file dialog doesn't work.
      Only the ASCII filenames are shown, and the first locale-encoded name as a sequence of �'s.
      The rest of files and folders with non-ASCII locale-encoded filenames are missing from the window.
