Update Visual Studio 2017 in CI from 15.1 to 15.8

    Description

      The Visual Studio 2017 version in the CI seems to be still 15.1 (26403.7), while the latest release is 15.8 . Please consider upgrading before the Qt 5.12.0 release.

       

      One difference between the versions is that 15.8 does claim to support c++14 , while 15.1 does not. That is, the value of qmake's QT_CONFIG does differ.
