[REG->5.12] Windows QPA: Touch pad scroll not working

    Description

      Touch pad scroll completely broken in Qt 5.12 (latest 5.12.0 build of 15 Oct 2018)
      I tested a lot of Qt examples, both widgets and qml, no one can be scrolled using touch pad.

      P.S. I mean 2-finger scroll
