LocaleId is missing in ConnectToEndpoint call

The user should be able to select the locale.

The servers returns localiedtext attributes like DisplayName, Description and Event messages in this locale.

Instead of adding many parameters to connectToEndpoint,

we need to create a QopcConnectionSettings class, which contains this and other settings.
