[REG 5.12] Touchscreen scrolling isn't momentum-based anymore

      When scrolling with a touchscreen on 5.11 (or earlier), scrolling continues for a bit after lifting the finger off the screen (similar on what happens on iOS/Android).

      With 5.12, scrolling immediately stops when the finger is lifted, which feels unnatural when using a touchscreen.

      I've tried reproducing this by opening devtools and using the three dots menu -> more tools -> sensors -> touch -> force enabled, but that doesn't seem to have any effect at all on 5.12 (with 5.11, you can then drag the website with the mouse and it acts like a touchscreen).
