REG: QToolTip has ugly scroll effect

      I have only tested in debug, but on a fast machine.
      Commenting out the below in qtooltip.cpp removes the problem
      // else if (QApplication::isEffectEnabled(Qt::UI_AnimateTooltip))
      // qScrollEffect(QTipLabel::instance);

      The problem can also be "solved" with disable Qt::UI_AnimateTooltip (I assume).
