[REG 5.11.3 -> 5.12.0] Windows: Clicking with tablet does not work

      It seems unhandled tablet press and release events do not synthesize mouse events.

      Opening the menu or pressing buttons on standard dialogs is not possible with the pen.

      The tablet example application shows the behavior. Built with 5.11.3 it works fine. In Qt Creator 4.8.0 it is also not possible to open the menus with the pen, but the hover highlight is shown.
