Elastic scroll is very slow

Using a touchpad to scroll a webview past the top or bottom of the viewable area results in a very slow bounce animation, leaving the interface stuck for a few seconds.

To reproduce, run the markdowneditor example app and scroll up with a touchpad on the right hand area. This issue does not exist in Qt 5.9.

The videos attached demonstrate how slow it is compared to Chrome.
