xdg toplevel deactivated when opening a subsurface

XdgToplevel is given the activated state regardless of what kind of surface takes the focus.

Take a client such as gnome-calendar and click on the toplevel window to make activate it and give it focus.

Now click on the hamburger, a popover appears (it's a subsurface), now click on Weather.

The toplevel window loses both focus and the activated state.

This doesn't happen with weston.
