Refactor tst_http2

The test server we have now 'does not scale' well - adding new tests is more and more painful. It (server/code) probably would benefit from refactoring. For example, we can have a hierarchy of classes, with base class implementing generic functionality we need in tests and sub-classes that will override specific parts to handle new test scenarios.
