Provide gnuwin32 independent of qt5.git

      We want to have fewer random things in qt5.git, so let's move gnuwin32 out. It makes the Coin code ugly and inconsistent.

      For the CI, we would provision the files.

      For the installer it should be shipped (on windows, not needed anywhere else), so that users building on Windows have the same experience as before.
