Issue with Qt::WindowStaysOnTopHint

    Description

      1. Sometimes Qt::WindowStaysOnTopHint doesn't take effect.
      2. Window shifts up when I toggle Qt::WindowStaysOnTopHint. This happens in conjunction with Qt::WindowTitleHint flags.

      These issues can be reproduced using windowflags example. I can record a video if needed.
