[REG: 5.11->5.12] Big angle performance drop

    Description

      Performance with the attached example seems a lot worse in 5.12 with ANGLE than in 5.11 with ANGLE.

      5.12.1 with ANGLE 100-200ms per frame
      5.12.1 with OpenGL ~16ms per frame
      5.11.2 with ANGLE 30-50ms per frame
      5.11.2 with OpenGL ~16ms per frame

      These were measured on Intel HD Graphics 520.
